Japanese gangsters always look more comical to me than intimidating. Perhaps that is because I
did not grow up in a culture that was intimidated by them

Those guys aren't gangsters. They're more like delinquents that never grew out of it.
Anyway, depends on the gangster you'd mean.
Mafiosa look pretty similar to Yakuza minus the tatts. As in both wear suits and have a manner of
speaking that never comes outright and says how badly they'll murder you, unless you've
particularly pissed them off.
Bikers would be seen as criminals solely because of their tattoos, and that'd intimidate them.
Heck the only one that would be that different for them to come across are gangbangers. And most
gangbangers would clear up any misconceptions very quickly.
