I'd say go with what you think sounds right, cause with Fallout 1 for example, you will almost be
guaranteed to make some mistakes and need to restart.
I will say 4-5 in strength, endurance is fine as well at 4. This applies to both games.

Yup, If he really want to make it easier for himself he will bump up the path finding value so
you can auto-walk beyond a few hexes which is handy for big resolutions
