In Britain, yes.
You need to be over 22, have proof of age, residence and gainful employment, write at least a
full page listing the reasons why you need to purchase this implement of murder and mayhem, as
well as receive permission from both Scotland Yard and your local constable to purchase a kitchen

You do however need to be 18 or over and be prepared to be asked for ID if buying from a store
Im pretty sure online you could order it at any age
