I've always wondered how people make these kind of remixes. Is this just repitching part of an
audio clip with audacity or is there more to it?
Can somebody please enlighten me?

Usually, they take the video clip and use a video editing program like Sony Vegas to pitch shift
a portion of the clip to some background music. You could use Audacity, but it's harder because
then you would have to remix the video to the audio, so most do it in the video editor.
I don't know if there are any plug-ins to facilitate ease of pitch-shifting to music either, so
there might be that.

Music editing programs can have pitch-altering plug-ins, where you just have to drag the voice to
a desired note.
