Yes, it's Oolong transformed into Bulma to trick Master Roshi. There are other times when Bulma
herself has actually appeared topless with nipples exposed such as when Yamcha peep's in on her
shower in the RV (Can only be seen in the manga though), when he pulls the blanket off of her to
steal the dragon balls (Manga too) and when Krillin pulls her top down in front of Roshi during
