Nuking other countries is literally the only highlight of the game. The rest is an extreme level
of micromanagement, virtually none of which has an actual affect on the game.

if you can get both nukes to reach their destination and trigger at the exact same time, then
yes, bigger explosion.
Otherwise, the nuke that reaches first blows the other nukes into radioactive shrapnel, because
nukes require a controlled reaction to make explosions, they aren't explosive themselves.
However, stuff like TNT is. You can just stack that shit together, and set off one and the rest
will make the explosion bigger.
