Firstly, because as bad as America's prisons are, we're not totally inhumane. Yet.
But more importantly, a strong prisoner isn't much more of a threat than a weak prisoner to a
guard. However, a prisoner with a bunch of extra time, a burning hatred for the prison and
absolutely nothing at all to do but let it smoulder as he crafts makeshift weapons is a very real
threat to everyone he can reach.
Do you really want prisons to drive people mad? I know that a bunch of people here are edgy
enough to say "Shouldn't have committed a crime, faggot," but keep in mind that escapes are a
thing and that not everyone is in prison for life. Taking a criminal and abusing him until he's
insane is downright retarded.

They stopped buying them, but the old equipment still exists in some prisons. They also use
whatever else they can find, because "Find a heavy thing and lift it a lot" is not a complex
workout routine.
Wardens and shrinks still say they should be able to lift weights, because it tends to make them
less likely to beat the shit out of someone.
