The anime has a lot of standing around in silence. Very pretty music, interesting plot (in my
opinion), but the action is sporadic.

Sporadic, yes, but well implemented. The choreography and animation during the battles is
excellent. Theres a fine attention to details like weapons the receiver slide reacting to each
shot, with recoil and muzzle flash for even the mook's weapons. Plus, being one of the last fully
hand drawn non-CAD anime itsall done by hand in classic celluloid style painted of gorgeous matte
backgrounds of Paris and Europe.
Yeah, there were talking head shots and other corners cut(such as their nearly criminal abuses of
the flashback as a narrative device) but they knew where they needed to splurge too.
