In lots of rural areas, if your animals have offspring that you can't care for, you either
slaughter them or drown them. This is very common practice, and has nothing to do with wanting to
kill the animals, and everything to do with making sure the entire farm or family doesn't grow up
destitute, caring for a litter of cats or dogs that they didn't want.
This girl wasn't doing this for shits and giggles. Six growing dogs is a lot of food to invest
for minimal gains.

You could very well just spay/neuter your dogs/cats/etc instead of letting them be born and then
