I wish the death penalty could be extended to those that killed domesticated animals for any
reason other than food/resources.

This was killing for resources. Many rural farm area families don't have the supplies to feed a
full litter of puppies. They're expensive to feed, and they eat a lot. This is really the most
humane way a lot of rural areas have to dispose of unwanted puppies.
