It's a true statement. Motion quality is considered the most important element for westerners, so
they make either Disney movies that cost ridiculous amounts of money to produce due to their
insistence on animating everything on ones, or lazy Flash-tweened bullshit with basic
perspectives can be churned out quickly. The Japanese don't care about fluid motion as much,
preferring exaggerated movement that often works better in low frame rates anyway, which lets
them produce more interesting animation and directing on smaller budgets that leads to more
diversity in their works.
