As far as I know, the reason the soldiers were present to conduct a live drill in the event of a
nuclear attack and continue fighting.

They were kind of ignorant back then.
This test series was in 1951 and it wasn't until 1954 that sheep ranchers started suing for the
damages to their flocks in lambing season.
The scientist didn't think that alpha emitters could be that damaging as alpha radiation is
easily stopped by anything as thin as paper but is highly damaging internally.
And there was a 'need' to develop tactics for the envisioned nuclear battlefield that thankfully
never happened.
