It's more noir than most anime. Pretty much any scene that isn't a mecha fight. The OST certainly
helps in that regard, too.

Cowboy bebop has much better fight scenes. Big O is mecha done badly. If you want good mecha,
watch Break Blade. If you want noir, watch Darker Than Black.
Big O is just for nostalgia. It's not a good anime by any standard.

If she's got silver hair, that's Yin and she's pretty great. There's very little romance in DtB,
and the stuff that is there is really subdued. The majority of the show is really nice fight
scenes and conspiracy-type plotlines.
If she has red hair, that's the second season and you shouldn't watch it because it's shit.
