The U.S. Constitution had to be amended to stay relevant to a changing country. Many U.S. laws
remain unchanged but also unenforced(especially at the state level) because changing them takes
time, effort, and money.
The internet and It's various sites change far more quickly then a country and so the same
strategy can be used. "All uploaded files should be uniquely Japanese" is an example of an
unchanged but unenforced rule on 4chan.

why you should get insanely butthurt about people NOT using curse words, because apparently
