The only way to have a non-abusive police force is to somehow build trust between the police and
the community. If the police and the community trust each other and aren't afraid of each other,
then they'll never assume the worst of each other and shit like this won't happen.
However, it's really hard to trust the police who victimize you and people you know, especially
when you know that the cop's most fundamental job is to enforce the government's will and protect
its interests. What happens if you go against the government's desires, such as protesting? Well,
you get treated like a violent resisting criminal who has to be beaten to be subdued.

Sounds great, but I can't help but imagine that it will breed resentment that will get taken out
on the populace in other ways. I wouldn't like being forced to wear a camera at all times because
the taxpayers finally came up with enough evidence to convince my boss that I was a violent thug
who couldn't be trusted.
(Of course, maybe I'd eventually quit/get fired and be replaced by somebody better.)
