Both... I spent about 4 hours in after effects going over each frame tweaking the various filters
to make it look as gameboy-like without losing too much detail.
Before that I made the crunched chiptune arrangement in reason/audacity and custom screen sized
gameboy in photoshop.
The last step was throwing it all together in flash and adding touch ups like a light source,
shadows around the inner rim of the screen, the blinking power indicator, etc.
So no, it's not hand drawn, if that's what you're asking.
