I mean it takes me a few frames to see whether I'm interested to see the whole flash or not now I
have to wait until its fully loaded and close the tab in the next second and even if it gets my
attention I cannot even pause it with right click and play (because I have multiple flashes open
at once and I try to pause them so they won't play over each other)
now I think about it I may have some disorder but that's how I browse my /f/

quality seriously.

No. Basically, the video is really an embedded FLV and it is built into the swf in such a way
that all of the data needs to be pre-loaded before it can be played back.
So there isn't a way to change it unless the developer of SwfH264 finds a workaround.
