it's not that they're anti-establishment so much as they're about a city that's filled with
rouges, thieves, scalawags, miscreants, and the like. the only real laws are set by those who are
willing to loosely enforce them, namely guards and bounty hunters. basically, CCC's the sort of
place where individuals can have some awesome adventures almost too easily, in a vibrant,
colorful city that can change with the wind, as people and even buildings can be destroyed in the
wake of reckless experiences.
tldr; it's the sort of city that most RPG's can only dream of.
