IOSYS does their own songs sometimes (such as Usatei) so it's probably an original.

From what i can tell, the moment they start singing in this flash is about 2:25 in the original
soundtrack.

This is driving me fucking nuts then, because if this is a remix it sounds a LOT like something
non-touhou that I've heard and I can't for the life of me remember what.
