Well, that's more of a question with Otaku in general, honestly.
Niconico Douga, pixiv, etc. have a plethora of fads, some of which are only really known to a few
hundred Japanese circle-jerking each other for years and years. For example, 真夏の夜の淫夢 has been a
continuous fad since 2002, around the same time as "All Your Base," and its still going strong
because people have a perverted community in it. Same with Gachimuchi.
Touhou, and increasingly Kancolle, get the largest chunk of it because they have universal
appeal. So, whatever your interests may be, if you are creating original content, it makes sense
to use Touhou as a contextual base for others to get into your work. When people complain about
"secondaries" its exactly these types. Regardless of the legitimacy of their talent (if you know
them, its probably very legitimate), they have a huge pool of characters and fiction to tap into
just be choosing Touhou.
Touhou looks relatively worse off because everyone who has the best skills has already:
A). Been producing content for years and ran it into the ground
B). Left Touhou for Kancolle or just does their own thing (no shame in that)
C). Is mediocre (again, no shame in that)
D). Is a newcomer
For D, Westerners in particular do not catch up on Touhou artists until months/years after the
fact because most fuckers can't even read Japanese. Blind leading the blind. The Koreans, and
even the Chinese 2hu fans have more of their shit together (Source: I can read both Mandarin and
Japanese.)
If you were Japanese and you also considered Touhou autistic, you would've just moved on to the
tens of thousands of other works being published simultaneously. But I imagine that would be
impossible for someone who can't even read the language, yet alone being able to read it without
a headache.
TL;DR: A more condensed, less diverse, fanbase, and Westerners clinging onto it.

Yukari, a character from the Touhou series, has the power to make portals like that. So
basically, Ran (the cooking fox) and Chen (the cat) were about to share the soup, then Yukari
portal'd it away. Yukari then portal'd two more in for a happy ending.
