Not really and calling it a ripoff is kind of insulting considering the creator poured his heart
and soul into the game and spent years on it.
Obviously he was a big earthbound fan and took plenty of inspiration from it but a copy? a
ripoff? Having played both games I can't understand how you'd think that.

When it comes to Homestuck and Undertale, it may not be the exact same fanbase but they behave in
similar ways
They both rant and rave about small character moments, create reinterpretations of
scenes/characters, make extensive use of blogs, fanart, etc.
So it's the "Same fanbase" in the sense that they act extremely similar compared to other
fanbases. You don't see F-Zero fans acting in the same manner, for instance.

That's what he tells everyone, he hired contracted dev teams also known as "strike teams" to help
him do all the work he couldn't do.
The only thing he actually did on his own was the game design and the music. Which was just a
bunch of crap taken from other games and refined down to fit a milestone schedule that real game
developers advised him on.
He tells everyone he developed the game because he paid for it all, not because he did everything
from the animation to the programming. I mean he created a combat system in GameMaker, anyone can
fucking do that. He got a professional to create something similar for Undertale because he was
inexperienced outside of GameMaker and RPG Maker.
Even Temmie Chang didn't get enough praise considering he did most of the artwork.
And what about Toby Fox's 3 other brothers? Interesting how they were never mentioned considering
they helped in it's game development and hardly got paid diddly squat for it.
They're happy now obviously because they got paid after the game sold.
Toby Fox is not an experienced game developer, this has been clearly stated.
He had help, lots of it - do some research and you'll see for yourself.
