it was (and still is) used on swfchan when using a download link that has expired or that wasn't
generated for your IP
in the past it was more common for people to try and download swfs from the site with a link that
had expired so 404.swf used to show up frequently on /f/ under different filenames. nowadays it
almost never happen since the links are valid for much longer
