honestly, the thing that makes the legendary assholes suck is that they're total time wastes
unless they hacked the legendaries in at lvl 1 or something, their stats are pretty much
guaranteed to suck compared to your regular pokemon of the same level thanks to all the EVs they
miss out on from being caught at lvl 40 or 60+
just makes me really disappointed that, thanks to the mechanics of the game, legendaries are
basically put in a position where they can only be rather weak despite their high base stats
unless you buff them up with stat-boosting hold items and consumables to compensate

It's been that way since gen3. The meta really only developed after gen3. So EV training wasn't
nearly as relevant before.

You could keep gaining EVs at level 100 even in Gen 1, you just had to do some fuckery to get it
to work.
Also there was no EV cap in gen 1.
