most games never pandered to anything. see most classic games from the ness and snes, etc... .
having females in skimpy clothing and so on is nothing more than a product of the developers and
fanbases/buyers being mostly male, thus the devs put things in their game s they know their fans
will enjoy.
and it's even like it's taken seriously, most of it is deliberately ridiculous and made fun of,
most devs and games are self-aware of how stupid it is for anyone to use a bikini in battle.
if the industry was mostly females we'd see a bunch of strong men in little clothing or lean elf
boys in skimpy clothing. the difference is i doubt men would have a problem with that since
they'd ultimately care about the gameplay and story, with clothing and fanservice being second
plan.

it's not pandering because they're not making an effort to include it into the game, it's just
something that is commonplace most of the time, it's almost expected, hence why it's parodied and
made fun of.
on the other hand, changing a character's race/gender even though all incarnations of said
character including the original were a given race or gender, sometimes even in regards to plot
