It's the latest installment in the monogatari anime series, which has been going on for a while
now. If you want to watch it from the start, there are plenty of resources that explain in what
order to watch it.
This specific film is the first of three movies to be released with the title "Kizumonogatari."
It is a long-awated prequel to the rest of the series.
You can probably watch it and generally understand what's going on.

It's a movie adaption of the first book of the monogatari series. It's the story of Araragi
Koyomi(The black haired guy in the flash), and the vampire Kisshot Acerola-Orion
Heart-Under-Blade (the Blonde Girl, both young and older in the flash). I'd say to watch the
movie as it's not necessary to watch the series first as there's not alot of weeb shit in it.
It's more likely you'd dislike the anime itself as it's less artistic and has a lot more
weeb-shit, but i'd give it a shot anyway.
