This is impossible. Once you get 3 children on one side, it's impossible to bring the other
because the only 2 available adults are asshole sexists. You can't leave one adult without the
other, but there's only 2 slots per raft.
That means that it would be impossible to pass them over. Because the police officer HAS TO be
with the criminal.

ok, so obviously these are very disturbed people. the man has a compulsion to hit little girls,
the woman a compulsion to pinch little boy penises, a prisoner who doesn't care who dies, but is
catatonic at the sight of handcuffs, a a cop who is apathetic enough to let everyone but the
prisoner go wild. meanwhile the children are too stoned to defend themselves, or sail a couple of
meters. this whole problem could be solved with psychotherapy, or a lot of xanax.
also the trick is to start with the apathetic one and the psychopath.
