Toaru Majutsu no Index (A Certain Magical Index) is the main series, and follows Touma who is
caught between a world of technology and a world of magic.
Toaru Kagaku no Railgun (A Certain Scientific Railgun) follows Misaka, a side-character whose the
third strongest esper.
The first season of Railgun covers an arc in Index from Misaka's point of view, since the arc is
all about her. The adaptation is amazing, and was really poor in Index.
You should watch Index first to learn the setting, though I guess skipping to Railgun would be
fine.
But as always, just read the LNs.
