Unless you're just bugged, that'd be my guess. The Brothel is easily the most exploitable part

Is there anyway to increase combat level aside from missions? I need higher combat for the demon
girl mission, but every single combat mission requires either a 9 or a 4 and so far I can't buy
any girls with combat above 1, and I've unlocked the market to have the highest quality girls.
Is it always the same mission she gives?
