  It took me a while to do this because I individually made every frame from the anime a keyframe
  and had it just repeat if the frame didn't move. I could have just imported the video as flv but
  that wasn't an option due to size constraints. If anyone is wondering, this flash loops after a
  certain point using gotoAndPlay(x) Where x is the frame you want it to go back to.
  Comments/criticism is appreciated.
