You gotta respect that old style, most anime movies are worth for it alone because of that.
But it's kinda a mixture in between.
While the tec really did improve visually, it's being used to its worst and comes across mostly
generic. Pseudo 3d anime was also a mistake (I'M LOOKING AT YOU GUTS!)
I mostly struggle with old hentai. Even ones I used to like as a teenager. It just looks too old
by now to be fappable, while newly drawn hentai sometimes gets extremely detailed body animations.
On the other hand, I recently watched Figure 17 and it was still all the feels I could expect
from old school OLM goodness.
Remember the first season of Attack on Titan being really visually impressive as opposed to
mostly classic series I've been watching until that point.
Not like Tengen Toppa couldn't hold against it. Gainax lived through all that progression, but
they're kinda dead by now.

Modern anime has damn good visual design on a budget, too bad the writing stinks to high heaven.
I almost want to watch a good chunk of the airing shows these days based on screenshots alone,
though when looking up the plot I usually reconsider.
Cell based animation is seriously beautiful though, especially when it had a decent budget,
though when it was budget starved as the average show was it tended to get fairly ugly and choppy.
