It seems unbalanced to me. The swedes can barely feed themselves even if the refugee situation
doesn't exist. They eat 20 food each year, and assuming they're all working the land, they
produce about 20 food each year, but it varies up and down, and as soon as any swedes are born
you don't have enough land to put them all to work. It would be quite tricky to avoid starvation
no matter what.

If you starve the refugees when you are running low on food, and alternate between deporting and
killing refugees, as well as selling land when it's valuable and buying when its cheap, it's not
too hard

I was able to get to year 10 without letting anyone starve, just have to manage land properly
buy the land when it's low and sell when it's high so you can always stay with a land surplus
