1808 is probably the point at which the command is executed to loop for some reason and the rest
of the frames are likely just left over buffer space or something. not sure why it was done like
that but I don't have the knowhow to make any sort of good .SWFs

Thought that was common knowledge since this flash appeared.
The reason it won't track correctly past frame 1806 is that frame 1807 contains
gotoAndPlay(60);
which sends the playhead back to frame 60, establishing the loop. Although there are more literal
frames after that point, there are no more keyframes; this is dead space the playhead never
covers, probably left from laziness or inattention during authoring.
