lately they have started to mix in some still images of actual well-drawn anime here and there.

i figure something like they didn't get the funing they asked for from the higher ups but after
pleading and begging they managed to get something like 40%. it's after all an old manga that
might not even be finished before the author dies and it has already been done in the past after
all.
maybe the recent movies didn't bring in the expected amount of money or something. those had
better animation quality and a lot more drawn anime mixed in
maybe the funding of the series depended on how well the movies did
