Always found it funny how this is named "vip_local" when there's nothing local about it, you
still need an internet connection to fetch the playlist and stream the songs.
Seriously, if you don't believe me turn off your internet connection and try to open this flash,
it won't load

it's called vip_local because the non-local version require it to be uploaded on a webpage in
order to fetch the playlist while the local versions could be played in the standalone player or
the browser's flashplayer.

Previous versions had to be uploaded to a server, be it 4chan or swfchan or the original site. If
you downloaded it and tried using it, it would just sit there and spin forever. Someone finally
had the bright idea of flipping exactly one bit in the file which allowed it to work offline and
then did so for every version that's readily available.
If you want everything offline you could just go straight to the storage server at
http://vip.aersia.net/mu/
