no, but the statements surrounding this release make it very likely.
The person behind the twitter account ValveTime was a tester on the game and said that Episode 3
along with L4D3 was dropped in 2013 after most of the talent at Valve left; he later deleted
those tweets. Mark Laidlaw said that the piece he wrote was "a dream" that he "had many years
ago". Matt Wood, of Half-Life 2 fame among other games, who still works at Valve, retweeted
Laidlaw's plot summary.

also keep in mind that after all the departures in 2013, the recent departures by not just the
lead writer but also Chet who did additional writing is the biggest smoking gun we have.
Valve no longer makes single-player games with a focus on story. They make esports
microtransaction cash-cows.
