Open swf fullscreen in a new tab (dummy way: Right-click the filename, select open in a new tab)
Make the browser/tab windowed (not fullscreen) like you'd do with any other [OS OF YOUR CHOICE]

Make it towerlike, aka narrow but tall
This makes the "full"screen really small, as it has to fit the x axis
There's now lots of empty space above and below the actual flash, that you are not ought to see
normally

don't know if the first step is even possible on chrome though
