If by video you mean an actual video file (mp4/flv,etc) embedded in a flash file, then you can
also use this http://tools.swfchan.com/ . Videorips are kinda looked down here though since
they're not proper "flash files", but whatever, as long as you don't call it OC it's fine

Short of using JPEX's horrendous editing on an existing flash, there's plenty of stuff on
https://en.wikipedia.org/wiki/List_of_Adobe_Flash_software but nothing really compares to Adobe's
program for making them as far as I know.

I don't see it mention whether it exports to .swf or not. It looks like a pure animation software
as well so it would lack actionscript.
