But why is there no answer to the download prompt of a locally stored swf?
I don't know when this bs happened. I have hundreds of swf games saved from the years and
refusing to use stand along apps I cannot play them in ANY browser anymore.

Browsers are moving away from supporting flash and as a part of that are slowly making it so that
default settings restrict flash more and more.
If you're using firefox, go to about:config, search for "plugins.http_https_only" and change it
to false and local files should work. Dunno how to fix it for chrome

Your flash plugin is enabled in options, right? If I disable it I get a download prompt instead
of the flash playing

If you're using Chrome, enable flash to run by clicking on the ( i ) left of the URL and enabling
flash as it's blocked by default.
Note that this won't still play it in a new tab but [embed]] should work now.

In Chrome, downgrade your browser to Chrome 61 and disable Google Update.
This'll keep you in the newest version to fully support flash indefinitely.
Just note that you won't get security updates anymore.
