It is The Velvet Underground - Sunday Morning but with a Japanese cover. The OVA is called
Digital Juice from 2002; it's 6 shorts, one being this one; the best one. I cannot find the name
of the guy who did the Japanese cover in this film, however. I do know that it has a Japanese
Karaoke version.
Worth mentioning that there are a few sources that say it is a Kevin Ayers song, called Lullaby,
but this is completely wrong.

Man you weren't lying. I just DL'd and watched them real quick. They're...mostly garbage except
for that one. The short one prior was basically just a trailer for that other OVA I remember
watching at some point about the stuffed animals brought to life. Only those two seemed to have
had any effort/budget put into them.
