It's a kind of divergence meter. It changes every time the worldline is altered whenever someone
delays the actual recorded end of the world. Of course if you sit there and watch it count to
zero would probably trap yourself into a worldline that actually does end, which is why I avoid
looking at these as much as possible.

It doesn't count down to anything. It adds time to the counter every once in a while, so it never
resolves.
