that makes sense that flash docent pickup on image redundancies, i was doing it when making the
gif so it was 1meg but the uncompressed flash was like 70

what did you use to make the gif?
in what quality is the source material?
I mean if you want to make a gif just screencap the video frame by frame, then put them in the
photoshop timeline, crop the smoke and make a gif out of it.
Then, in flash, put one whole picture in a layer, then make another layer on top of it where you
create a movie clip (I hope you did your homework) and put the gif inside that movieclip that you
then position over the rest of the picture so that it lines up

i got the video frames, put them in a timeline and just made a gif of the whole image, optimizing
the gif file so that only the smoke is animated. then i just cuked the gif into flash.
Your way sounds a lot better though probably wont have to compress the image as much also
