yeah, you can use ffmpeg to export png; run it though whatever image algo you want to use,
waifu2x(caffe or a converter via https://github.com/k4yt3x/video2x although if you get failures,
you find its easier to just use caffe with non-temp fסlders) or some tensor flow or newer
algorithms; then just recombine to the weird fps, add audio, and maybe fix the aspect ratio.
its not that hard to do, but how I did it in the background took a couple hours due to no multi
threading and 10% gpu usage due to resolution.

The original version on dlsite currently says the video dimensions are 240x180. Which is very
small, even the instructions given on dlsite say to resize the video when watching. Almost all
swfs I found regarding the footage are upscaled though.

hmm, the resolution I had in the video was 240x176 and when it doubled I had to extend to 480x360
