I had been looking for this for quite a while, but I had forgotten too many things about it to

I used my nippon knowledge to properly google the title in nipponese and managed to find the
artist's name: "Yosui Inoue".
I think the song (called "yume no naka he") first appeared in his album called "Myoujou", it has
later shown up plenty of times in 'best of compilation albums' of him such as "GOLDEN BEST".
