I think it's because with the exception of new arrivals the exact same games go on sale for the
exact same amount off every year for each major sale. I have a bunch of games on my wishlist and
i started noticing it a few years ago. Also some games NEVER go on sale. The only exception i've
noticed is I recently saw some of Popcap games go on sale and i don't think I'd seen them go on
sale in a major steam sale in the past year or so.

Only games that go on sale for more than like 10% are ones that sell just fine on their own
already--triple A devs getting hundreds of thousands or millions of sales. Your small or indie
devs cant lose that much money. Theyll only risk small sales to get visibility and hope the
amount of sales offsets their loss.
