If you mean you can play flashes from online but not from offline (stored on your PC as a file):
You probably didn't enable localhost flashes as valid.
Before the 12th you needed to enable them in your browser config like firefox about:config
(something something plugins localhost).
After the 12th you need a Whitelist for everything anyway, so localhost is just another entry in
that list that you need to do (serach for mms.cfg AllowList).
