either cut the video to a frame perfect loop, convert to h264 or convert to vp6 and use embed
with a goto actionscript to perfectly loop
use a seperate audio clip to play and loop on top, if the audio just doesn't happen to also loop
perfectly with the visuals
you can use

http://eye.swfchan.com/services/swfh264/ to embed h264
and if neccessary http://eye.swfchan.com/services/flvmaker/ to embed vp6 (some extra audio tools)
