there are flashes that are pseudo-webm but this one isn't one of them. the webm video format
doesn't even support having 10 sec visuals and 60 sec audio.

Sure, even loops aren't the most that flash can give, but having a short loop and music repeating
independently from another is not something that can be done in webm or any other format.
For a video you'd need to have a long timeline full of loops, for an amount of time that seem
appropriate for one watcher viewing
but you always end up with a huge amount of time, or a visible or audible break in the loop
if you're super autistic you can calculate a perfect break point where the audio and the video
end at the same time again, but that's probably also only after many many repeats, something that
flash can do on the fly
tl;dr: a simple loop is not a webm, not even when it doesn't have interactivity
