Panty and Stocking OST is by Teddyloid, and im pretty sure he does more than just P&S. Look into
him and you'll probably find genre's?
It might be called Schranz, the genre is in the name of Schranz Chase, if im correct here

the track in the flash isnt schranz, teddy always liked to mix in multiple genres

honestly its hard to recommend anything as there was only a small trend in early 10s for that
sound("epic" and EDM styles mixed together, bass instruments in front and lots of distortion) and
most of it had too much of pop/dubstep influence in it
rn now i can only think of the glitch mob and its meh
