Be sure to use something old like Macromedia Flash 8 because I've heard people on forums say the
later versions suck.
After you get flash, you look at a tutorial, n00b.
I haven't used Flash a lot yet, but the thing that tripped me up at first was the difference
between frames and keyframes.
Another one of Flash's strengths is sprites/symbols/whatever, which can be made to animate
independently of the main timeline without any further input. OP's movie abuses these and the
creator constantly reuses symbols between flashes.

one thing I noticed when making flashes (at 25 frames per second) is about every 1000 frames I
have to push the animation forward otherwise it goes out of sync with the music. So for example
if an animation goes for 5000 frames the animation must be pushed forward in front of the music
by 6 frames.

CS6 is fine.
CS3 also is. The rest of the versions suck because of very specific reasons.
So does Adobe Animate unfortunately, but it's the 3rd best thing.
If you want a quick CS6 download search the archives for "/f/lagship".
Also there are tons of animations tutorials as actual swfs in the archive. Even a kinda recent
one!

haven't actually used it.
