Asking since AMD's RX 9070 XT came out this week.

Flash runs entirely on cpu

Ackchyually flash can be GPU accelerated by setting wmode to gpu when displaying the swf on a
webpage, though it disables some things (like glow effects for example if i remember correctly)
which is why Adobe never enabled it by default.
the flash projector (flash player) also makes use of the GPU for scaling and anti-alias
right-click > settings... > first tab: Enable hardware acceleration

Not sure exactly what is hardware accelerated though since blur effects for example will wreck
the frame rate. I assume it only applies to vector graphics and video/images, or maybe it's only
video/images. wmode=gpu is different than the standard "hardware acceleration" and is needed for
some 3D flash games.
